54th Program Year - Fifth MeetingJanuary 21, 2003Albuquerque Petroleum ClubRussia and the West: Partners or Competitors?Russian Foreign Minister, 1990-1995Born in Belgium in 1951 and educated at the Moscow State Institute of International Relations, Andrei Kozyrev became a member of the staff of the former USSR Ministry of Foreign Affairs in 1968 where he held various posts including Head of the Department of International Organisations from 1986 to 1990. In 1990 he was appointed Foreign Minister of the Russian Federation, a post he held through 1995. Mr. Kozyrev continued as a member of the Duma until January 2000. He was a member of the Duma Committee on Foreign Affairs, Committee on Budget and Taxes, and Committee on the North and Far East (socio-economic development of northern regions of Russia). Mr. Kozyrev is the author of various articles and books on global political and economic affairs, including “The Transfiguration,” published in 1995, in which he examines and advocates democratic and market-oriented reforms in Russia and Eastern Europe. |
