Until September 30, 2004, Richard Newcomb was Director, Office of Foreign Asset Control (OFAC), Department of the Treasury. OFAC is the agency responsible for implementing and enforcing economic sanctions and embargo programs ordered by the President under the International Emergency Economic Powers Act, the Trading with the Enemy Act, the United Nations Participation Act, and the Foreign Narcotics Kingpin Designation Act. Following the terrorist attacks of September 11, 2001, OFAC became the primary U.S. government body responsible for implementing economic sanctions to isolate and impede terrorists, terrorist groups, and their support networks. From 1979 to 1986, Mr. Newcomb held a numbers of positions in the U.S. Department of the Treasury, including Director of the Office of Trade and Tariff Affairs and Deputy Assistant Secretary, Regulatory, Trade and Tariff Affairs, where he was principal adviser to the Assistant Secretary for Enforcement on customs, international trade, commercial and regulatory matters. Mr. Newcomb received a bachelor's degree from Kenyon College, and a juris doctor degree from Case Western Reserve University School of Law.
