62nd Program Year - Tenth MeetingTuesday, June 28, 2011Tanoan Country Club10801 Academy Boulevard NESearching for Stability: U.S. Efforts to Create Armies and Police in Foreign CountriesDr. Millett, CEO of Millett Group, Global Risk Mitigaters, and Research Associate at the University of Missouri, has published over 100 items, including Colombia's Conflicts: The Spillover Effects of a Wider War (2002), Beyond Praetorianism: The Latin American Military in Transition (1996), and Searching for Panama (1993). Co–edited Latin American Democracy: Emerging Reality or Endangered Species? was published in 2009. The U.S. Army Combat Studies Institute published (2010) Searching For Stability: The U.S. Creation of Constabulary Forces in Latin America and the Philippines. Articles have appeared in Foreign Policy, The Wilson Quarterly, Joint Forces Quarterly, Journal of Inter–American Studies, Current History, The New Republic, and many other journals and major newspapers. His research now focuses on trans–national crime in the Americas; U.S. interventions; and prospects for democracy in nations emerging from authoritarian rule. He has testified before Congress 19 times, appeared on all major U.S. TV networks, and those of over a dozen other nations. He participates in international security programs by the Law Faculty of the University of Nuevo Leon, Mexico. He is Senior Advisor for Latin America to Political Risk Services, and a Research Associate of the Center for International Studies, University of Missouri–St. Louis. He has held the Chair of Military Affairs (1993), and the Oppenheimer Chair of Warfighting Strategy (2000–2001) at the Marine Corps University. In 2007–2008, he held the Fulbright Distinguished Chair of American Studies in Denmark. He is V.P. and Director of the St. Louis Committee on Foreign Relations, and is past V.P. of the Inter–American Defense College Foundation. Dr. Millett received his A.B. with honors from Harvard, and his M.A. and Ph.D. from the University of New Mexico. He did postdoctoral work at Ohio State University and is a graduate of the Air War College. He taught at Southern Illinois University from 1966 through 1999. He has also taught at the University of Miami, St. Louis University, the Air War College, the Marine Corps University, Copenhagen Business School, and four universities in Colombia. |
